I submit the following CFI:

Statement: Under the ruleset as of nweek 22, the limit defined in rule 212
on the number of proposals players could make per nweek did not limit
players.

Defendant: Glotmorf

Analysis by Plaintiff:
    Rule 212 states that "Each player is limited to a maximum of 5 proposals
per nweek." However, rule 19 states that players may make proposals. Thus,
once a player had made 5 proposals, the two rules were in conflict, 212
forbidding em to make another proposal, 19 permitting em to. As rule 19
supercedes rule 212 (by rule 33), a player in that situation would be
permitted to make a proposal. Thus, the bandwidth limit set by rule 212 has
no effect.
