It contains a Polemic, a Diatribe, and two Apologia written by magi within the bounds of the proposed Tribunal. Daria's Polemic proposes that the new Tribunal contain everything to the west of the Vosges and the Westerwald in the south and to the west of the Elbe north of the Forest containing The Teufelsküche, and the whole of mainland Holstein. This includes most of the Rhine Tribunal outside of the Great Forests. The question of Denmark is not addressed. In Normandy it is proposed that the provinces of Flanders and Picardy are included as well as that part of Champagne between Picardy and Lorraine north of the River Marne. Henri de Tours' Apologia does suggest that the covenant of Heorot might be better included within the new Tribunal.
